JoAnn’s sells fabric that is already shirred with elastic. Very easy to make a sun dress or a skirt. I didn’t intend to buy this fabric, but I couldn’t resist. 1 yard of fabric, two shoulder straps, one seam and voila! A very happy granddaughter.
